Stakeholder Roles
**RAMA Token Holders** vote on governance proposals, delegate voting power, submit proposals with deposit, and participate in discussions.
**Validators** have enhanced voting weight option, provide protocol parameter expertise, maintain network security responsibility, and handle proposal implementation.
**Core Development Team** creates technical proposals, implements approved changes, coordinates emergency response, and provides educational resources.
**Guardian Council** is a 7-member multi-sig with emergency pause authority, serving as a temporary measure with a 2-year sunset and community-elected members.
Proposal Types

Adjustable parameters include network settings (block time, gas limits, fee parameters), staking settings (minimum stake, validator set size, slashing percentages), and governance settings (proposal thresholds, voting periods, quorum requirements).

**Major Upgrades:** New features, consensus changes, token economics adjustments, architectural changes

3. Treasury Spending
Budget proposals include development grants (up to 1M RAMA/quarter), marketing campaigns (up to 500k RAMA/quarter), strategic partnerships (up to 2M RAMA/quarter), and bug bounties (up to 100k RAMA/quarter).

**Phase 2: Temperature Check (3 days)** - Informal poll requiring 60% For with 5% quorum to proceed
**Phase 3: Formal Proposal (14 days)** - Requires 10,000 RAMA deposit with detailed specification, implementation plan, and risk assessment
**Phase 4: Execution (2+ days)** - 2-day timelock begins if passed, implementation prepared, change executed on-chain, deposit returned
