Governance


Ramestta implements a progressive decentralization model with on-chain governance that gives stakeholders direct control over protocol parameters, upgrades, and treasury management.


Governance Philosophy


Core Principles


**Decentralization:** Progressive transfer of control to community with no single point of failure, transparent decision-making, and inclusive participation.


**Efficiency:** Timely decision execution with clear proposal guidelines, streamlined voting process, and emergency response capability.


**Security:** Multi-sig safeguards, time-locks on critical changes, guardian council for emergencies, and gradual implementation of changes.


Governance Structure


Stakeholder Roles


**RAMA Token Holders** vote on governance proposals, delegate voting power, submit proposals with deposit, and participate in discussions.


**Validators** have enhanced voting weight option, provide protocol parameter expertise, maintain network security responsibility, and handle proposal implementation.


**Core Development Team** creates technical proposals, implements approved changes, coordinates emergency response, and provides educational resources.


**Guardian Council** is a 7-member multi-sig with emergency pause authority, serving as a temporary measure with a 2-year sunset and community-elected members.


Proposal Types


1. Protocol Parameters


Adjustable parameters include network settings (block time, gas limits, fee parameters), staking settings (minimum stake, validator set size, slashing percentages), and governance settings (proposal thresholds, voting periods, quorum requirements).


2. Protocol Upgrades


**Minor Upgrades:** Bug fixes, performance optimizations, compatibility updates, security patches


**Major Upgrades:** New features, consensus changes, token economics adjustments, architectural changes


**Emergency Upgrades:** Security vulnerabilities, network stability issues, guardian council authority, expedited process


3. Treasury Spending


Budget proposals include development grants (up to 1M RAMA/quarter), marketing campaigns (up to 500k RAMA/quarter), strategic partnerships (up to 2M RAMA/quarter), and bug bounties (up to 100k RAMA/quarter).


Governance Process


Proposal Lifecycle


**Phase 1: Discussion (7 days)** - Post on governance forum, gather community feedback, revise proposal, build consensus


**Phase 2: Temperature Check (3 days)** - Informal poll requiring 60% For with 5% quorum to proceed


**Phase 3: Formal Proposal (14 days)** - Requires 10,000 RAMA deposit with detailed specification, implementation plan, and risk assessment


**Phase 4: Execution (2+ days)** - 2-day timelock begins if passed, implementation prepared, change executed on-chain, deposit returned


Voting Mechanisms


Voting Power Calculation:

  • Voting Power = Staked RAMA × Time Multiplier
  • Time multipliers range from 1.0x (0-30 days) to 2.5x (365+ days)

  • Delegation Features:

  • Delegate to any address
  • Override individual votes
  • Revoke delegation anytime
  • Multiple delegation targets

  • Quorum Requirements


    Standard Proposals:

  • Quorum: 10% of staked RAMA must vote
  • Approval: 50% + 1 of votes cast
  • Veto Threshold: 33% can veto with deposit burn

  • Critical Proposals:

  • Quorum: 20% of staked RAMA
  • Approval: 66% supermajority
  • Veto Threshold: 50% can veto

  • Guardian Council


    Composition


    7 members total including 2 core team representatives, 2 community-elected validators, 2 independent security experts, and 1 legal/compliance advisor.


    Powers and Limitations


    Emergency Powers:

  • Pause network (max 48 hours)
  • Freeze contracts (max 7 days)
  • Fast-track security patches
  • Coordinate incident response

  • Sunset Clause:

  • Year 1: Full powers
  • Year 2: Reduced to 3/5 approval needed
  • Year 3: Community vote on continuation
  • Default: Powers expire
